Industrial Development
The Town of Crossville’s Industrial Development Board is an incorporated board with no less than seven members with staggered six-year terms appointed by the municipal governing body with compensation of exceeding no more than $20 per month if the articles of incorporation so provide. No member shall be a member of the governing body of the state, county, or any municipality or an employee of the municipality. They have the power to construct buildings for lease to new industries. Board members must be qualified electors and taxpayers of the municipality. Under certain conditions, members must be chosen from the local chamber of commerce.

Public Library
The Town of Crossville’s Public Library Authorities is an incorporated board with three or a multiple of three members with staggered six year terms and are appointed by the municipal governing body with no compensation. No board member shall be an officer of the state or of the municipality. They have the power to acquire public library facilities for lease to and by the municipality. Board members must be residents of the municipality.

Medical Clinic
The Town of Crossville’s Medical Clinic Board is an incorporated board with three members with staggered six-year terms and appointed by the county or municipal governing body with no compensation unless the board decides to pay its members no more than $10 per meeting not to exceed $120 per year as a director’s fee. No board member may be an officer of the municipality or the county. It’s purpose is to construct and administer medical clinics and facilities for the housing and care of elderly persons. The Town of Crossville has three members on the Medical Clinic Board.

Planning Commission
The Town of Crossville’s Planning Commission is an unincorporated board with nine members (Class 1 cities have 16 members and 3 supernumerary members). The terms of the members are served until their terms of office expire. The other appointed members serve staggered six-year terms. In municipalities allowed nine board members, one member is the mayor or his designee, one member is an administrative official of the municipality chosen by the mayor, one member is a member of the council chosen by the council. The other six appointments are made by the mayor. There is no compensation except in Class 1 cities. Municipal officers may serve only as designated above. They have the power to provide planning, zoning, and subdivision controls for the municipality. The Town of Crossville’s Planning Commission has six members and three supernumerary members.

Recreation
The Town of Crossville’s Recreation Board is an unincorporated board composed of five to nine members with staggered five-year terms and are appointed by the county of municipal governing body with no compensation. The board directs, supervises, and promotes recreation programs throughout the municipality. Boards of this type can be created by any county and all municipalities of 100,00 or less inhabitants. Board members must be residents of the county or municipality creating them and have a recognized interest in recreational activities. The Town of Crossville has five members on the Recreation Board.

Waterboard
The Town of Crossville’s Waterboard is an incorporated board composed of three, five, or seven members that serve staggered six-year terms and are appointed by the municipal governing body. A council member appointed to serve on a board created pursuant to these code sections cannot receive a fee for serving on the city’s water works board even if the board elects to pay its members under Section 11-50- 15 of the Code. A council member may receive reimbursement for actual expenses incurred as allowed by Section 11-50- 234(a) and an expense allowance as provided by Section 11-50- 234.1. AGO 2000-027. If the board has three members, two may be members of the municipal governing body. If the board has five or seven members, three may be members of the municipal governing body. These provisions are permissive, not mandatory. Members of the municipal governing body who serve on this board may not be compensated for serving. The Town of Crossville has five members.

Zoning Board of Adjustment
The Town of Crossville’s Zoning Boards of Adjustment is an unincorporated board with five members plus two supernumerary members who serve on call of the chairman in the absence of regular members with staggered three-year terms and are appointed by the municipal governing body unless the body delegates the power to make the appointments to the mayor or to the mayor with the consent of the governing body with no provisions on compensation. A council member may not serve. They have the power to hear appeals from decisions of municipal administrative officers relating to the application of municipal zoning regulations, to grant variances and to authorize uses permitted on appeal. Members of these boards in cities of between 175,000 and 250,000 population must be bona fide residents and qualified electors of the municipality.

Historical Preservation & Architectural Review
The Town of Crossville’s Historic Preservation Commission and Architectural Review Board is an unincorporated board with no less than seven members with staggered three-year terms and are nominated by the chief executive officer of the municipality and appointed by the governing body with no compensation. No more than one-fifth of the members shall be public officials. They have the power to provide for the creation, protection, and enhancement of historic properties or districts. Members must have demonstrated training or experience in the fields of history, architecture, architectural history, urban planning, archaeology, or law or shall be residents of the historic district designated pursuant to ordinance.

Housing Authority
The Town of Crossville’s Municipal Housing Authorities is an incorporated board with five members with staggered five-year terms and are appointed by the mayor with no compensation. Commissioners in a Class 7 municipality may receive compensation as fixed by the council. Municipal officials may not be board members and have the power to deal with municipal housing problems.
